First start with a nice stamp template like this:

Or just search deviantart for the template you like, there's a lot

Then choose which image you like.

Then when I first started, I used online tutorials about making animated gifs in photoshop.
ex: www.digitaltrends.com/social-m…

There's many different ways to go about them, but I think the tutorials are a great starting place to give you the basic know-how then let your imagination flourish.
